Minutes: Motion 2002.19 moved by Josh Seabrooke, Seconded by Doug Longmire that minutes be accepted as presented. Passed.
Business Arising from Minutes:
1. Flags and Flowers.
Judy Wagdin reported that Ray Lalonde has yet to charge for maintaining the flowers. President Ted Brown suggested that a thank you letter be written to Ray, Judy to write. Judy also reported that money is needed to buy new winter flags (25 flags / $40.00ea) Motion 2002.20 moved by Judy that $1000.00 be used to buy new flags. All in favor. Passed.
Gabriel Miller reported that Janet Stavinga will present Judy with the money needed to replace three stolen flags on January 16.
2. Question Boxes.
Judy Wagdin and Michel Dubord reported that the RVA is able to install question boxes in both the YIG and the library. Judy agreed to build the boxes.
3. Chanonhouse Park Play Structure.
Judy Wagdin reported that she has photos of different play structures and has handed them out in the neighborhood but has yet to receive a response. Harvey Snyder suggested that the options concerning the play structure are as follows: 1) Status quo, having the structure rebuilt, or 2) if it is found that a play structure is not needed, that the money go where needed elsewhere in the city.

4. Canada Day 2003.
Michel Dubord contacted Cindy Dawson, President of the Richmond Agricultural Society, who has agreed to let us use the fairgrounds at no cost (this does not include use of the show barn), with the condition that the Agricultural Society be responsible for the concession stands. Michel also indicated that about $7000.00 will be available for Canada Day celebrations:
$1000.00 Heritage Grant
$3000.00 City of Ottawa
$3000.00 Canadian Waste (fireworks)
Glen Trebble reported that there has been no response to the article in the Stittsville News requesting volunteers to help with organizing Canada Day. Glen agreed to coordinate organizing Canada Day celebrations as long as there are an adequate number of volunteers. It was suggested that a committee of ten people is needed to help with the set-up and clean-up of events. A site for the celebration is still to be determined.
5. Jock River Fountain Project.
Bernie McMullen reported that he will be in contact with the Ganonoque Rotary Club regarding the river fountain there. Ganonoque has developed an "art park" that showcases works of art and has a fountain in the middle of the river. Bernie suggested that a fountain is something we could consider for a future project, with funding possibly coming from federal and city government grants. Harvey Snyder indicated that a permit may be needed to take water from the river, and that a liason be formed with The Friends of the Jock River.
6. Welcome Wagon.
Josh Seabrooke reported that the welcome wagon that was run by Aspa Kelly is now defunct. Michel reported that organizing and operating the Welcome Wagon is a paid position, and that a notice requesting someone to operate the Welcome Wagon be posted on the website.

Financial:
To pay for its operations, the RVA maintains four funds. The balances of these funds at November 15, 2002 are as follows:
Mural Fund $9997.26
Economic Fund $9000.56
Operation Fund $1067.52
Beautification Fund $1018.31
Note: The Mural Fund has a GIC valued at 2157.36 that is due Jan 21, 2003.
Motion 2002.21 moved by Bernie McMullen, Seconded by Glen Trebble that the financial report by accepted. Passed
Judy suggested that a budget be proposed at the next meeting.
New Business:
1. Mural.
Judy Wagdin spoke with Mary Lynn Currie, an artist in Kingston, who questioned the decision to tender bids for the next mural if the same artist has painted the previous murals. Ms. Currie suggested that residents would want consistency in the murals.
2. Munster Sewage/ Perth St. Reconstruction.
Harvey Snyder raised the issue of reconstruction of Perth St and the continual delay of that project. Noting that a sewer pipeline may be run from Munster and up Fortune St. in Richmond, Harvey suggested that it is unnecessary that the reconstruction of Perth St. be delayed further as a sewer pipeline along Fortune St. affects only a small part of Perth St. Gabriel Miller indicated that Perth St. reconstruction will be on hold until the question of Munster's sewage is resolved, and suggested that results of the independent study would be available before X-Mas.
3. Directional Signs.
Glen Trebble spoke about the possibility of installing directional signs in the village giving location of schools, post office. Glen will look into this matter over the winter and stressed the need for the signs to be uniform in appearance.
4. Entrance Signs.
Glen Trebble spoke of upgrading the entrance signs, and will look into the cost of undertaking such a project, and the possibility of having larger signs installed. President Ted Brown suggested that new signs may be needed as we may have difficulty in repainting the old ones. Gabriel Miller will research the City's policy on signs.

5. Business Park.
Glen Trebble spoke of the need for a business park in the village. As the village grows in size and population, it may be advantageous/ necessary to have an area for industry and business. Glen indicated further that steps toward planning for Richmond should begin at a grassroots level, with residents having input as to what they wish to see in terms of future development in the village. Harvey Snyder indicated that the city encourages community input toward planning, and suggested that a white paper be prepared that states a vision for Richmond that may eventually be presented to the city.
There was agreement that the RVA solicit input from citizens and the business community regarding the future growth and development of the village, with the goal of producing a paper stating a concept and vision for the village's future to the city.
